El Parque Dr. Jose Rizal está encaramado en la cresta noroeste de Beacon Hill en Seattle, desde donde disfruta de magníficas vistas del centro de Seattle, el Puget Sound, y las cadenas Olympics y Cascades. El parque está ubicado en una porción de propiedad en la ladera norte de Beacon Hill que la Ciudad de Seattle adquirió en 1917 para construir paredes de retención, terraplenes y drenajes cuando los cambios de nivel de las calles Dearborn y Jackson dejaron la ladera inestable. El terreno del parque en sí mismo permaneció sin desarrollar hasta 1971, cuando el Departamento de Parques construyó una zona de estacionamiento y un mirador a lo largo de 12th Avenue S. El parque fue nombrado en honor del Dr. Rizal, a pedido de la Asociación de Ex-Alumnos Filipinos en 1974 y dedicado formalmente en 1979. El nombre honra al intelectual y nacionalista Filipino que fue ejecutado por las autoridades españolas en 1896 a causa de abogar por la independencia de las Filipinas de España, y también reconoce a los filipinos que comenzaron a emigrar a Seattle alrededor de 1900, después de que los EE.UU. tomaran posesión de las Filipinas.
